Seventeenth meeting of the Chemical Review Committee (CRC.17)

Online, from 20 to 24 September 2021

Taking into account the ongoing global COVID-19 pandemic situation and in order to ensure the health and safety of all meeting participants, the seventeenth meeting of the Chemical Review Committee will be held entirely online.

Overview

The seventeenth meeting of the Chemical Review Committee of the Rotterdam Convention will be held online from 20 to 24 September 2021. At its seventeenth meeting, the Committee will consider notifications of final regulatory actions on carbaryl, chlorfenvinphos, iprodione, methidathion, methyl parathion, terbufos and thiodicarb. Further technical information about the online meeting is available here.

Due to an expected high work load at the seventeenth meeting, the Bureau of the Chemical Review Committee decided to advise the Committee to bring forward its intersessional work on notifications for a number of chemicals where notifications of final regulatory action meeting the requirements of Annex I to the Convention had been received from at least two prior informed consent regions. The preliminary review of those notifications by the Bureau and the intersessional task groups took place between November 2020 and April 2021. These notifications are as follows:

Candidate chemicals Notifying Party Published in PIC Circular
Carbaryl Mozambique LI (June 2020)
Chlorfenvinphos Mozambique LI (June 2020)
Norway XIII (June 2001)
Iprodione Mozambique LI (June 2020)
European Union L (December 2019)
Methidathion Mozambique LI (June 2020)
Uruguay L (December 2019)
Methyl parathion China L (December 2019)
Uruguay L (December 2019)
Terbufos Mozambique LI (June 2020)
Canada XXVIII (December 2008)
Thiodicarb Mozambique LI (June 2020)
European Union XXVII, June 2008

In addition, further notifications of final regulatory action meeting the requirements of Annex I to the Convention have subsequently been received from at least two prior informed consent regions. The review of these notifications set out in the below table is being undertaken during the months of May to September 2021.

Candidate chemicals Notifying Party Published in PIC Circular
Amitrole Ecuador LII (December 2020)
Carbon tetrachloride Ecuador LII (December 2020)
Methyl bromide Colombia LII (December 2020)
Mirex Ecuador LII (December 2020)
Paraquat Malaysia LII (December 2020)
Mozambique LII (December 2020)

Taking into account the prevailing COVID-19 pandemic, the fact that it is not feasible for the Committee to meet in a face to face setting in 2021, as well as challenges linked to an online meeting such as time zone differences and availability of stable internet connections, the Bureau agreed to prioritize the agenda of its seventeenth meeting.

Consequently, the Committee will at its seventeenth meeting consider the notifications of final regulatory action on carbaryl, chlorfenvinphos, iprodione, methidathion, methyl parathion, terbufos and thiodicarb. The consideration of the notifications of final regulatory action on amitrole, carbon tetrachloride, methyl bromide, mirex and paraquat will be deferred to a future meeting of the Chemical Review Committee.

In the section “Meeting documents”, the formal documents related to the seventeenth meeting of the Committee for the seven above-mentioned chemicals are being posted. Documents posted as unedited advance for the purpose of the intersessional task group work only are set out on the webpage on “Task groups”. These are not official documents for the seventeenth meeting of the Chemical Review Committee and will not be considered by the meeting.
