First meeting of the Rotterdam Convention Compliance Committee (CC.1)

Highlights: The Committee considered its mandate related to specific submissions regarding Party implementation and compliance, and initiated its work on the review of systemic issues of general compliance based on the work programme for 2022-2023 adopted by the Conference of the Parties. It also considered its draft 2024-2025 work programme, as well as the date and venue of its second meeting. The Committee convened a joint session with the fifteenth meeting of the Basel Convention Implementation and Compliance Committee to discuss issues of common interest.

There were no specific submissions to the Committee at this meeting however the Committee considered its mandate in this regard so as to be in a position to assist Parties should such submissions be made to it in the future.

Under its general review mandate, the Committee considered activities of its work programme related to laws, regulations, policies, procedures and other measures to implement the Rotterdam Convention, notifications of final regulatory actions, exports of chemicals listed in Annex III, information exchange and submission, and enhanced cooperation with the Basel Convention Implementation and Compliance, and integration in United Nations Sustainable Development Cooperation Framework processes.

The Committee agreed a questionnaire for the identification of issues being faced by Parties in relation to the notification of final regulatory actions, with an invitation to Parties to complete it by 30 June 2023.

Guidelines for rules of conduct for meeting participants

In addition to the rules of procedure the attention of meeting participants is drawn to the following guidelines for rules of conduct developed by the Secretariat:

  1. Guidelines on the use of cameras and audio/video recording devices by participants at meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions (BRS) and their subsidiary bodies;
  2. Guidelines for the participation of representatives of observers at meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions (BRS) and their subsidiary bodies;
  3. Guidelines on preventing and addressing all forms of harassment at meetings of the Basel, Rotterdam and Stockholm conventions.
