Programme de Travail (2022 - 2023)

Le Comité de contrôle du respect soumet un rapport à la Conférence des Parties à chacune de ses réunions, pour présenter, entre autres, son futur programme de travail, y compris le calendrier des réunions qu’il juge nécessaire à l’exécution de son programme de travail.

La dixième réunion de la Conférence des Parties, par la décision RC-10/11, a adopté le programme de travail 2022-2023 du Comité, qui figure en annexe à cette décision. En outre, la Conférence des Parties, dans la même décision, a chargé le Comité de soumettre un rapport à la onzième réunion reflétant, entre autres, les travaux qu'il avait entrepris conformément à ce programme de travail, et les conclusions ou recommandations concernant les questions de respect que le Comité a identifié et considéré. Le programme de travail indique explicitement que le Comité doit accorder la priorité au traitement de demandes spécifiques.

Nous remercions les généreuses contributions financières des Gouvernements allemand et suisse aux travaux du Comité. Ce financement permet au Comité d'entreprendre plusieurs activités de son programme de travail.

I. Examen des problèmes systémiques de respect général de la Convention

Systemic issue of general compliance to be addressed

Activity

1. Laws, regulations, policies, procedures and other measures to implement the Convention (Article 15 (1) and other provisions)

 

(a)            Monitor, based on information from Parties, the laws, regulations, policies, procedures and other measures adopted to implement the Rotterdam Convention

(b)            Based on information from Parties, identify and review difficulties relating to laws, regulations, policies, procedures and other measures to implement the Rotterdam Convention

(b)            Develop recommendations for consideration by the Conference of the Parties on steps that could be taken by Parties, the Conference of the Parties, the Compliance Committee and others to improve the laws, regulations, policies, procedures and other measures to implement the Convention.

 

2. Notification of final regulatory actions (Article 5)

(a)            Based on information from Parties, identify and review issues being faced by Parties in relation to the notification of final regulatory actions, in particular with regards to the information equirements set out in Annex I to the Convention

(b)            Develop recommendations for consideration of the Conference of the Parties on steps that could be taken by Parties, the Conference of the Parties, the Compliance Committee and others to support Parties with the notification of final regulatory actions

 

3. Exports of chemicals listed in Annex III (Articles 10 and 11)

(b)            Review, based on information from Parties, challenges faced by importing Parties with submitting import responses and challenges faced by exporting Parties with ensuring that exporters within their jurisdiction comply with import responses no later than six months after these are communicated to Parties by the Secretariat

(b)            Develop recommendations for consideration by the Conference of the Parties on steps that could be taken by Parties, the Conference of the Parties, the Compliance Committee and others to support importing Parties in submitting import responses and exporting Parties with ensuring that exporters within their jurisdiction comply with import responses no later than six months after these are communicated to Parties by the Secretariat

 

4. Information exchange (Article 14)

(a)            Examine and report to the Conference of the Parties on options to improve information sharing with Parties about existing available resources and databases on chemicals

(b)            Consider options to encourage and facilitate exchange of experiences, in particular between developing countries, on implementation of the Convention

 

5. Information Submission

Improve timely and complete submission of information pursuant to the provisions of the Convention

In cooperation, as appropriate, with the Committee Administering the Mechanism for Promoting Implementation and Compliance of the Basel Convention, monitor United Nations Sustainable Development Cooperation Framework processes with a view to assessing the extent to which Parties with information submission needs are including actions to address them in their Cooperation Framework, identifying best practices and, on the basis of this assessment, developing recommendations for the consideration of Conference of the Parties

 

6. Enhanced coordination with the Committee Administering the Mechanism for Promoting Implementation and Compliance of the Basel Convention

Explore the possibilities for enhancing coordination with the Committee Administering the Mechanism for Promoting Implementation and Compliance of the Basel Convention to facilitate compliance through, for example, the provision of joint secretariat support for the committees, facilitation of the exchange of information between the committees, including reports on the outcomes of each other’s meetings, attendance by each chair at the meetings of the other committee and appointment of committee members who have experience of the other compliance mechanism, and make recommendations to the Conference of the Parties

II. Communications spécifiques concernant le respect par une Partie

Le Comité doit accorder la priorité au traitement des communications spécifiques concernant le respect par les Parties reçues ou initiées conformément au paragraphe 12 de l'Annexe VII de la Convention.
