Fenthion is a candidate chemical in the category of severely hazardous pesticides formulations that has been recommended by the Chemicals Review Committee (CRC) for its inclusion in the PIC procedure but for which the Conference of the Parties (COP) has not yet been able to reach consensus on whether to list in Annex III to the Rotterdam Convention.

The COP initially considered the inclusion at its 7th meeting in 2015 but given the lack of consensus decided to defer further consideration of fenthion to its eighth ordinary meeting. At its 8th meeting COP adopted a decision on fenthion (ultra low volume formulations at or above 640 g active ingredient/L) (Decision RC-8/7), which, among others, encourages Parties to make use of available information to make informed decisions on import and management of fenthion formulations, and to inform other Parties of those decisions, using the information exchange provisions laid down in Article 14 of the Rotterdam Convention.

COP8 also decided that the agenda for the ninth meeting shall include further consideration to listing fenthion formulations in Annex III to the Rotterdam Convention. COP9, COP 10, and COP 11 decided to defer further consideration of the chemical to their corresponding subsequent meeting.

The Secretariat publishes the information received from the Parties on fenthion (ultra low volume formulations at or above 640 g active ingredient/L) in the Appendix VI, Information exchange on chemicals recommended by the Chemical Review Committee for listing in Annex III but for which the Conference of the Parties has yet to take a final decision, of the PIC Circular.
