The twelfth meeting of the Chemical Review Committee of the Rotterdam Convention was held from 14 to 16 September 2016 at the FAO headquarters in Rome, Italy, back-to-back with the twelfth meeting of the Persistent Organic Pollutants Review Committee of the Stockholm Convention.
The Committee, at its eleventh meeting, had recommended that the Conference of the Parties should list carbofuran and carbosulfan in Annex III to the Convention as pesticides. At its twelfth meeting, the Committee adopted the draft decision guidance documents on those chemicals and decided to forward them to the Conference of the Parties.
The Committee agreed that the proposal from Colombia to list carbofuran suspension concentrate 330 g/L as a severely hazardous pesticide formulation met the criteria set out in part 3 of Annex IV to the Convention. It consequently recommended that the Conference of the Parties should list carbofuran (suspension concentrate (SC) at or above 330 g active ingredient/L) in Annex III to the Convention as a severely hazardous pesticide formulation.
The Committee also concluded that the notification of final regulatory action for benzidine from Canada met the criteria set out in Annex II to the Convention. The notification from Jordan was found not to meet these criteria and the Committee did thus take no further action on benzidine at this meeting. The notification of final regulatory action on hexachlorobenzene was found not to meet the criteria of Annex II to the Convention.
With regard to atrazine, a chemical that had been deferred from the eleventh meeting, the Committee made progress in agreeing that the notifications met all criteria of Annex II, except for criterion (b) (iii) on risk evaluation for which it could not reach agreement. It decided to defer further consideration of the notifications to its thirteenth meeting and to invite the notifying countries to provide additional information and clarification on criterion (b) (iii).
The Committee also concurred to hold its thirteenth meeting at FAO headquarters in Rome from 17 – 21 October 2017 back to back with the thirteenth meeting of the Stockholm Convention's Persistent Organic Pollutants Review Committee. The duration of the meeting will be decided in consultation with the Bureau, taking into account the number of chemicals to be considered by the Committee at the meeting.
