Pursuant to Article 5 of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the Chemical Review Committee at its fifteenth meeting reviewed notifications of final regulatory action for decabromodiphenyl ether in the industrial chemicals category submitted by Canada, Japan and Norway, together with the supporting documentation referred to therein. Taking into account each of the specific criteria set out in Annex II to the Convention, the Committee concluded that the notifications had met the criteria of the Annex. Accordingly, the Committee agreed by its decision CRC-15/2 to recommend to the Conference of the Parties that decabromodiphenyl ether (CAS No. 1163-19-5) be listed in Annex III to the Convention as an industrial chemical and proceeded to prepare a draft decision guidance document. |

Pursuant to Article 5 of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the Chemical Review Committee at its fourteenth meeting reviewed notifications of final regulatory action for perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds in the industrial category submitted by Canada and Norway, together with the supporting documentation referred to therein. I. Introduction
1. In its decision RC-9/6 on enhancing the effectiveness of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the Conference of the Parties (a) invited Parties to further analyse and develop proposals, including in cooperation with other Parties, to enhance the effectiveness of the Rotterdam Convention, in particular to improve the listing process; (b) requested the Secretariat, subject to the availability of resources, to implement proposals as outlined in the proposal by the Secretariat on new and innovative ways of improving information exchange under the Rotterdam Convention; (c) requested the Secretariat, subject to the availability of resources, to develop, with the objective of increasing the understanding and usefulness of tools and guidance to effectively address obligations and procedures relevant to the Rotterdam Convention, a dissemination strategy for obtaining and using information based on the elements contained in section III of document UNEP/FAO/RC/COP.9/INF/20, for consideration by the Conference of the Parties at its tenth meeting; (d) requested the Secretariat to identify, in consultation with the World Customs Organization, chemicals listed under the Rotterdam Convention that are not assigned exclusive Harmonized System customs codes, and to report to the Conference of the Parties at its tenth meeting for further action, as necessary; and (e) requested the Secretariat, subject to the availability of resources, to continue sharing collected information on the measurable impacts of listing and not listing chemicals in Annex III, including at the regional preparatory meetings. |

1. As is mentioned in document UNEP/FAO/RC/COP.10/13, annex I to the present note sets out a proposal to amend Article 16 on technical assistance of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade. The proposal was submitted in October 2016 by Botswana, Cameroon, Eswatini, Ghana, Kenya, Lesotho, Malawi, Mozambique, Namibia, Nigeria, South Africa, the United Republic of Tanzania, Zambia and Zimbabwe for consideration by the Conference of the Parties at its eighth meeting. For the convenience of Parties, annex II to the present note shows the proposed amendment to the current text of Article 16 with changes tracked. In its decision RC-9/14 on the memorandum of understanding between the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP) and the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the Conference of the Parties to the Rotterdam Convention adopted the memorandum of understanding set out in the annex to that decision and requested the President of the Conference of the Parties, on behalf of the Conference of the Parties, the Director-General of FAO and the Executive Director of the UNEP to sign the memorandum of understanding during or after the closing of the ninth meeting of the Conference of the Parties. |

1. Pursuant to decisions BC-14/28, RC-9/16 and SC-9/26, the conferences of the Parties requested the Secretariat to assess the relevance for the Basel, Rotterdam and Stockholm conventions of existing guidelines developed by the United Nations system on the mobilization of resources from non-State actors, such as private-sector entities, non-governmental organizations and development banks, to inform possible future arrangements relating to this matter, for consideration by the conferences of the Parties at their next meetings. |

1. In accordance with the agreement by the bureaux of the conferences of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants on the organization of the 2021 meetings of the conferences of the Parties, reached during their joint meeting held online from 27 to 29 January and on 26 February 2021, the Conference of the Parties to the Rotterdam Convention at its tenth meeting is invited to consider, during the online segment (scheduled for 26 to 30 July 2021), extending until the closing of its tenth meeting the term of office of the 17 members of the Chemical Review Committee with terms of office ending otherwise on 30 April 2022 and electing 15 members of the Compliance Committee, 8 of them with terms of office from the closing of the tenth meeting of the Conference of the Parties to the closing of the eleventh meeting and 7 with terms of office from the closing of the tenth meeting to the closing of the twelfth meeting. |

I. Introduction
1. During their joint meeting held online from 27 to 29 January and on 26 February 2021, the bureaux of the conferences of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants concluded that, as a result of the coronavirus disease (COVID-19) pandemic and related restrictions on travel and gatherings, the fifteenth meeting of the Conference of the Parties to the Basel Convention, the tenth meeting of the Conference of the Parties to the Rotterdam Convention and the tenth meeting of the Conference of the Parties to the Stockholm Convention, originally planned for 2021, would be held in two segments: an online segment scheduled for 26 to 30 July 2021 and a face-to-face segment to be held over two weeks in 2022. |
