Schedule of the meeting

The meeting will be opened at 9:00 a.m. on Friday, 19 June 2026. The tentative schedule of the meeting is to be made available in document UNEP/FAO/RC/CC.4/INF/1.

Meeting documents

The meeting will be paperless. The provisional agenda, other pre-session documents, including the tentative schedule of work, are made available on the meeting documents webpage.

Language of the meeting

In line with the procedures and mechanisms on Compliance set out in Annex VII to the Rotterdam Convention, the meeting will take place in English only.

Registration and security identification

Registration for the meeting will start at 08:00 a.m. on Friday 19 June 2026.

Security identification badges are issued to participants upon arrival at the meeting and upon completion of the relevant registration procedure (and admission procedure for observers, if applicable).

Meeting participants may collect their security identification badges at the registration desks upon presentation of one of the following identification documents:

  1. Valid national passport issued by a government recognized by the United Nations;
  2. Valid national ID card issued by a Schengen State;
  3. Valid travel document recognized by the United Nations.

To facilitate the badging procedure, participants are also advised to have available a copy of the confirmation letter transmitted by the Secretariat.

Observers

For information on how to participate in the fourth meeting of the Compliance Committee as observers, please see the notification to observers or the Procedures on admission of observers.

Meetings of the Compliance Committee are open to:

  • Parties and the public unless the Committee decides otherwise;
  • When the Committee is dealing with specific submissions, the meetings shall be open to Parties and closed to the public unless the Party whose compliance is in question agrees otherwise.

The Parties or observers to whom the meeting is open shall not have a right to participate in the meeting unless the Committee and the Party whose compliance is in question agree otherwise.

Bodies or entities that have not previously been represented as observers at meetings of the Conference of the Parties and that wish to be represented as observers at the upcoming meeting, are required to complete the procedure for admission. The relevant application form and further information on this procedure are available on the Rotterdam Convention website. The deadline for completion of the observer admission procedures is Friday, 1 May 2026.

The observer admission procedure does not apply to observers from Parties to the Convention or to observers from the United Nations and its specialized agencies; the International Atomic Energy Agency; as well as any State not Party to the Rotterdam Convention. Representatives of Parties and those bodies can register using the BRS online registration system via the following link: https://registration.brsmeas.org before 8 May 2026.  A nomination letter from the relevant body or agency must be uploaded in the online registration system at the time of registration.

Guidelines for rules of conduct for meeting participants

In addition to the rules of procedure the attention of meeting participants is drawn to the following guidelines for rules of conduct developed by the Secretariat:

  1. Guidelines on the use of cameras and audio/video recording devices by participants at meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions (BRS) and their subsidiary bodies;
  2. Guidelines for the participation of representatives of observers at meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions (BRS) and their subsidiary bodies;
  3. Guidelines on preventing and addressing all forms of harassment at meetings of the Basel, Rotterdam and Stockholm conventions.
