1. The twentieth meeting of the Chemical Review Committee under the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade was held at the headquarters of the Food and Agriculture Organization of the United Nations (FAO), Viale delle Terme di Caracalla, Rome, from 17 to 20 September 2024.

The annex to the present note sets out the decisions adopted by the Chemical Review Committee at its twentieth meeting.

Opening of the meeting

1. The twentieth meeting of the Chemical Review Committee of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade will be held in Rome from 17 to 20 September 2024. The meeting will be opened by the Chair of the Committee, Noluzuko Gwayi (South Africa), at 9.30 a.m. on Tuesday, 17 September.

1. By decision RC-2/2, the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade adopted a process for the preparation of draft decision guidance documents, which was subsequently amended by decisions RC-6/3 and RC-7/3. In accordance with the process, task groups are to be established for notifications of chemicals and severely hazardous pesticide formulations scheduled for consideration by the Chemical Review Committee. For ease of reference, the procedure is set out in the handbook of working procedures and policy guidance for the Committee.

1. At its nineteenth meeting, the Chemical Review Committee reviewed notifications of final regulatory action for chlorpyrifos submitted by the European Union, Malaysia and Sri Lanka, together with the supporting documentation referred to therein, and concluded that the notifications met all the criteria of Annex II to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade.

1. At its nineteenth meeting, the Chemical Review Committee reviewed notifications of final regulatory action for mercury submitted by Colombia and the European Union, together with the supporting documentation referred to therein, and concluded that the notifications met all the criteria of Annex II to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade.

In accordance with paragraphs 1 and 2 of Article 6 of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the Secretariat has received a proposal from the Lao People's Democratic Republic to list cypermethrin emulsifiable concentrate 35% in Annex III to the Convention as a severely hazardous pesticide formulation and has verified that the proposal contains the information required under part 1 of Annex IV. A summary of the proposal was included in PIC Circular LVI of December 2022 and the Secretariat then collected additional information as per part 2 of Annex IV to the Convention in accordance with paragraph 3 of Article 6.

In accordance with paragraphs 1 and 2 of Article 6 of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the Secretariat has received a proposal from the Lao People's Democratic Republic to list emamectin benzoate water soluble granular 5% in Annex III to the Convention as a severely hazardous pesticide formulation and has verified that the proposal contains the information required under part 1 of Annex IV. A summary of the proposal was included in PIC Circular LVI of December 2022 and the Secretariat then collected additional information as per part 2 of Annex IV to the Convention in accordance with paragraph 3 of Article 6.

In accordance with paragraphs 1 and 2 of Article 6 of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the Secretariat has received a proposal from the Lao People's Democratic Republic to list methomyl soluble powder 40% in Annex III to the Convention as a severely hazardous pesticide formulation and has verified that the proposal contains the information required under part 1 of Annex IV. A summary of the proposal was included in PIC Circular LVI of December 2022 and the Secretariat then collected additional information as per part 2 of Annex IV to the Convention in accordance with paragraph 3 of Article 6.
