I. Introduction

1. By its decision RC-12/6, the Conference of the Parties at its twelfth meeting approved the programme of work of the Compliance Committee for the biennium 2026–2027 as set out in the annex to that decision. This included, amongst other things, activities related to the review of systemic issues of general compliance addressing laws, regulations, policies, procedures and other measures to implement the Convention.

1. Pursuant to paragraph 1 of Article 5 of the Rotterdam Convention on the Prior Informed Consent Procedure for certain Hazardous Chemicals and Pesticides in International Trade, each Party that has adopted a final regulatory action shall notify the Secretariat in writing of such action. Such notification shall be made as soon as possible, and in any event no later than ninety days after the date on which the final regulatory action has taken effect and shall contain the information required by Annex I to the Convention, where available.

1. Article 12 of the Rotterdam Convention on the Prior Informed Consent Procedure for certain Hazardous Chemicals and Pesticides in International Trade requires that where a chemical that is banned or severely restricted is exported from its territory, that Party shall provide an export notification to the importing Party. The export notification shall include the information set out in Annex V to the Convention.

In accordance with paragraph 26 of Annex VII to the Rotterdam Convention on the Prior Informed Consent Procedure for certain hazardous chemicals and pesticides in international trade, the Compliance Committee is to submit a report to each ordinary meeting of the Conference of the Parties reflecting, among other things, the future programme of work of the Committee, including the schedule of expected meetings which it considers necessary for the fulfilment of its programme of work, for consideration and approval of the Conference of the Parties.

1. The fourth meeting of the Compliance Committee of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Chemicals and Pesticides in International Trade (the “Committee”) was held from 19 to 21 June 2026 in Geneva, Switzerland.
