Highlights

The thirteenth meeting of the Chemical Review Committee of the Rotterdam Convention was held from 23 to 26 October 2017 at the FAO headquarters in Rome, Italy, back-to-back with the thirteenth meeting of the Persistent Organic Pollutants Review Committee of the Stockholm Convention which convened from 17 to 20 October 2017 at the same venue. 

At its thirteenth meeting, the Committee recommended listing acetochlor, hexabromocyclododecane and phorate in Annex III to the Convention. The Committee found the related notifications of final regulatory action to meet the criteria set out in Annex II to the Convention. Draft decisions guidance documents will be developed for consideration by CRC-14. 

 
The Committee also adopted an updated version of the Handbook of Working Procedures and Policy Guidance for the Chemical Review Committee

The Committee agreed that a notification from Canada on mirex met the criteria in Annex II to the Convention, but as there was only one notification meeting the criteria, no further action was taken on the chemical at CRC-13. With regard to atrazine, a chemical that had been deferred from the eleventh and twelfth meetings, the Committee concluded that the situation on criterion (b) (iii) remained unclear in the absence of further supporting documentation. The Committee decided that atrazine would only be considered at future CRC meetings if additional information was made available by the notifying Parties. 

In reviewing notifications of final regulatory action on carbon tetrachloride, chlordecone, endosulfan, hexazinone, pentachlorobenzene, PFOS, its salts and PFOSF, polychlorinated naphthalenes and triazophos, the Committee decided that these did not meet the criteria of Annex II to the Convention. The two proposals for listing severely hazardous pesticide formulations in Annex II to the Convention were not recommended for listing: while the proposal for lambda-cyhalothrin capsule suspension (CS) 50 g/L was found to not meet the criteria in part 3 of Annex IV, the Committee was not able to determine whether the proposal for lambda-cyhalothrin emulsifiable concentrate 50 (EC) g/L met the criteria. It agreed to take the proposal up at future meetings if new information was submitted to the Committee. 

The Committee concurred to hold its fourteenth meeting at FAO headquarters in Rome from 10 – 14 September 2018 back to back with the fourteenth meeting of the Stockholm Convention's Persistent Organic Pollutants Review Committee.
